LightOn, a leading French provider of secure AI for sensitive data, announces the signing of a three-year agreement with Infocom’94, a joint public authority and key public digital operator in Île-de-France. Infocom’94 pools IT management services for 26 local authorities, representing 463,000 residents. Through this agreement, Infocom’94 will be able to integrate LightOn’s AI solutions at the heart of local authorities’ digital services, with one non-negotiable requirement: citizens’ data must remain under sovereign control.
A Technical Response to Sovereignty Challenges
Following a market study and competitive evaluation phase, Infocom’94 selected LightOn not only for the quality of its relationship with the team, but also for the performance of its solutions and its unique ability to meet sovereignty requirements.
LightOn’s technology ensures that the deployed AI solution remains strictly within the public operator’s perimeter. For Infocom’94, this control over the infrastructure is not optional, but a regulatory and political requirement necessary to maintain the trust of its members.

Infocom’94 intends to integrate a conversational AI solution into its ticket management system to automate the processing of level 1 and 2 support requests, helping to ease the workload of its support teams.
A chatbot available 24/7 will be made available to agents of member municipalities, capable of directly answering simple questions or automatically creating a ticket when necessary. The solution will be deployed in a sovereign hybrid architecture, with data stored on-premise, guaranteeing data confidentiality between local authorities. Over time, Infocom’94 aims to free up time for its project managers so they can focus on higher value-added support, while demonstrating its ability to innovate in public service delivery.
The platform is intended to become the foundation of Infocom’94’s AI strategy and has been designed to be scalable in order to accommodate other local authorities that have already expressed interest.
